Applying for a Code 404 Concession

Prior to making an application to the DoT for a Code 404 Concession, vehicle owners are required to obtain a “Certification of Financial Membership and Vehicle Compliance” (CMC1) form. The CMC1 form must be completed by an authorised representative of a DoT approved motoring club to confirm that the owner is a financial member and to provide membership details. A knowledgeable person authorised by the club must also sign a declaration stating that the vehicle is in an unmodified condition. This form is attached below and is otherwise available from the member’s club.

The vehicle owner must then complete the DoT ‘Vintage/Veteran/Post Vintage/Invitation Class Vehicle Licence Concession Application’ form (E81) and lodge it along with supporting documentation at a DoT Driver and Vehicle Services (DVS) centre or regional agent (refer to www.transport.wa.gov.au/licensing/visit-a-licensing-centre-or-agent.asp for locations).

The two-sided E81 form contains a declaration under the provisions of the Road Traffic (Administration) Act 2008 by the vehicle owner and is attached below, or otherwise is available from the DoT website www.transport.wa.gov.au as an editable pdf file or obtained as a paper copy at a DVS Centre or regional agent.  (It is prudent to sign the declaration in front of the counter staff person, even though this is not stated as a requirement on the form.)

Supporting Documents

The supporting documentation required will depend on whether the vehicle is licensed or unlicensed.

Licensed vehicle

For the owner of a vehicle on a full license wishing to change to a Code 404 Concessional licence, the following documentation is required to be presented at a DoT Driver and Vehicle Services licensing centre:

  • Code 404 Concession Application form (E81)
  • Certification of Financial Membership and Vehicle Compliance form (CMC1)
  • Current vehicle licence papers
  • Proof of vehicle owner's identity

If the ownership of a Code 404 concessionally licensed vehicle is being transferred to a financial member of an approved club (ie. the vehicle has been sold to an owner wishing to maintain the concessional licence), the following documentation is required to be presented at a Driver and Vehicle Services licensing centre:

  • Certification of Financial Membership and Vehicle Compliance form (CMC1)
  • Current vehicle licence papers
  • Proof of vehicle owner’s identity
  • DoT Notification of Change of Ownership form (MR9) signed by both seller and purchaser

Unlicensed vehicle

An unlicensed vehicle must first be examined for roadworthiness at an Authorised Inspection Station and a Certification of Inspection (VL1) form issued.  (Note that a club AIS cannot inspect post-ADR imported vehicles for initial licensing.)  

The following documentation is then required to be presented at a Driver and Vehicle Services licensing centre:

  • Code 404 Concession Application (E81) form
  • Certification of Financial Membership and Vehicle Compliance (CMC1) form
  • Certificate of Inspection (VL1) form 
  • Proof of vehicle ownership
  • Proof of vehicle owner's identity
